The Criminal Justice Commissioning Directorate is recruiting a Senior Policy and Commissioning Manager to join a thriving directorate which is responsible for the delivery of the Mayor of London’s Police and Crime Plan. Policy and Commissioning is delivered over two broad portfolios, victims and offenders. The overarching objective is to reduce victimisation and offending in London, specific focus on repeat and complex behaviour and the severity of impact. Within this, the directorate has four specific areas of specialism; criminal justice, safeguarding and early intervention, victims and specialist intervention and violence against women and girls. The successful candidate will lead the Criminal Justice team.   

 

The directorate has responsibility for a commissioning budget of £68 million in this financial year, and currently has in place over 40 grant and contractual arrangements with statutory and voluntary sector organisations. The directorate works with a range of partners from local Authorities, police and voluntary sector organisations to develop effective new strategies, policies and commissioning approaches, work to maintain funding for programmes/services that work and test innovative new ways of working to reduce crime. 

 

The CJS team is currently focused on policy development and commissioning related to women in contact with the CJS, persistent offenders, youth justice including addressing disproportionality, responding to the impact of the national probation reform on London, substance abuse and mental health, and the impact of Covid-19 on the system.  Innovative commissioned services currently include a diversion scheme for women, GPS tags for knife crime offenders, and the development of a transitions hub for young adults transitioning to probation from YOS.  

 

The directorate will continue to deliver an exciting and effective programme of work, through informed partnerships and a strong evidence base, developing readiness for the Mayoral election in 20210. 

 

The Senior Policy & Commissioning Manager will be expected to work collaboratively and build constructive relationships across all criminal justice partners and voluntary sector agencies, as well as with prospective providers, external partners and stakeholders. The postholder would need to provide strong leadership within the directorate and wider MOPAC, have competent staff management skills in order to develop staff, sustain high performing teams and be flexible in a fast-paced political environment. The postholder will work with the two Heads of Policy and Commissioning and the Director of Commissioning and Partnerships to deliver the Police and Crime Plan to a high standard. 

 

The position is usually based at City Hall (SE1 2AA) but we are currently working from home in the main, however this may change over the coming months

Political Restriction

Political Restriction; under the Local Government and Housing Act 1989 (as amended by the Police Reform and Social Responsibility Act 2011) all members of staff of the MOPAC will be politically restricted without the right to apply for an exemption.

 

Security Vetting Clearance

The successful candidates will be expected to undergo the necessary security vetting which may take around 8 weeks to be completed. Applicants will also need to have resided in the UK continuously for at least the last three years.
