Implementation Manager

We are looking to appoint an Implementation Manager to lead on implentation of Gripping the Offender pilot. This will be testing innovative and multi agency responses to tackling prolific and repeat offenders and will run for 18 months between October 2015 and March 2017. 

You will work for the Mayor’s Office for Policing And Crime (MOPAC) which is the organisation through which the Mayor of London exercises his role as the Police and Crime Commissioner for London.  The pilot is funded by the Home Office Police Innovation Fund, and will be based across eight boroughs in London and specifically targeted at those offenders who have very high levels of previous offending. It will involve designing, testing and evaluating a set of activity across the criminal justice system with the purpose of ensuring stronger grip over these offenders, with the aim of reducing reoffending, victimisation and overall demand on the system.

The Implementation Manager will be part of a programme team and will work with a range of stakeholders and relevant partner agencies including the Metropolitan Police Service, probation services, prisons, HMCTS, local authorities and third sector partners. The role holder will have a good knowledge of policing and the wider criminal justice system, including a detailed understanding of Integrated Offender Management. A record of delivery in managing and working on programmes and in services that are targeted at reducing crime and reoffending is required.

It is expected that the role holder will have an exceptional ability to build and manage relationships across a range of stakeholders and experience of implementation of system change. Alongside this excellent project management skills are an essential skill for the role, as well as a good understanding of political and local authority pressures and concerns which may impact on the implementation. Also responsible for the direct management of one member of staff.
