This is an exciting opportunity to join MOPAC and contribute to shaping policing and crime policy in the largest police force area in England and Wales. The Mayor’s Office for Policing and Crime (MOPAC) is responsible for fulfilling the Mayor of London’s role as the Police and Crime Commissioner for London. It is led by the Deputy Mayor for Policing and Crime and undertakes a broad range of duties, working with the Mayor of London and The Metropolitan Police Service to build a safer London.
The Head of Policing Policy will report to the Head of Oversight and Performance, and work closely with MOPAC Directors, Chief Executive and the Deputy Mayor to develop MOPAC’s policies for key policing issues. The post holder will;
- Identify and develop proactive policing policy.
- Identify and develop reactive policing policy on issues that require additional policy development, and which were not predicted and included in the Police and Crime Plan.
- Ensure the quality and timeliness of work of the Policy Officer team by setting standards and monitoring team output.
- Responding to national Government and APCC consultations, and lobby on matters that affect Police and Crime Commissioners.
As the Head of Profession for policy, the role will lead reforms of the culture, processes and skills to strengthen MOPACs policy response and professionalise policy development across MOPAC.
We are looking for someone who has
- Extensive experience of developing and implementing policy in complex and controversial subject areas
- The ability to analyse a wide variety of complex information in order to develop innovative solutions to problems.
- Excellent communication skills with an ability to explain complex operational and legal matters in simple terms and engage audiences at all levels of MOPAC and its stakeholders
- Exceptional ability build relationships and influence senior stakeholders across a complex stakeholder environment.
A strong understanding of policing, the criminal justice system and local government would be desirable.

Political Restriction
Political Restriction; under the Local Government and Housing Act 1989 (as amended by the Police Reform and Social Responsibility Act 2011) all members of staff of MOPAC will be politically restricted without the right to apply for an exemption.
Security Vetting Clearance
The successful candidates will be expected to undergo the necessary security vetting which may take around 8 weeks to be completed. Applicants will also need to have resided in the UK continuously for at least the last three years.

Where are we based?
We have moved to a hybrid working model with office hubs at Union Street (near London Bridge) and Newlands Park (postcode SE26). On average staff will work 1-2 days a week from an Office Hub, but this may differ depending on the role requirements.
