FREQUENTLY ASKED QUESTIONS
The four
bodies responsible for overseeing the Metropolitan Police, the British
Transport Police, the City of London Police, and the Ministry of Defence Police
all have a duty to recruit independent people to sit on police misconduct
panels.
The panels hear a complaint or conduct matter which is investigated internally by the police or where a member of the public has been adversely affected.
A key role of independent members of misconduct panels is to provide assurance to the community that misconduct proceedings are properly investigated and adjudicated fairly and transparently.
We want independent members to represent a diverse range of people – and welcome applications from people irrespective of gender, ethnic origin, religious belief, sexual orientation or disability.
Independent members participate in hearings as required, prepare for those hearings by considering papers, reports and background information, accept training, keep abreast of policing issues and maintain high standards of professional conduct and ethics.
They need the ability to interpret and question material and information, take a balanced view, articulate views, think independently, constructively challenge facts and views, show a commitment to fairness and give an appropriate level of commitment to the process.
Candidates will be over 18 and will live in London or the Home Counties. Members will receive an allowance of £211.50 per day or £104.50 per half day, together with travel expenses (maximum £25) and subsistence costs. Reading time is payable at £15 per hour. The majority of the hearings will be held at the Metropolitan Police Service Hearings Unit at Empress State Building (ESB) in Fulham South West London. Occasionally you may be asked to attend misconduct hearings for the British Transport Police, City of London Police or Ministry of Defence Police . We anticipate that you will need to be available to attend hearings for up to 15 days a year. However, misconduct hearings are demand driven and you may be asked to attend less or more frequently.
In order to guarantee the independence of the process we will not appoint serving and retired police officers; police staff or special constables; current or former police and crime commissioners or former police authority members and officers (from any police authority); applicants with unspent convictions or those whose appointment would be likely to result in any real or perceived conflict of interest.
There
will be an open day on the 30 June (5pm-8pm) which will give attendees an
opportunity to find out more about the role the event will be held
at City Hall, The Queens Walk, More London, London SE1 2AA

Successful candidates will be subject to vetting before being confirmed in the role. They will also be required to attend a training session on 17 October before they may sit on a misconduct panel. Candidates must be available for these dates.
The appointments will be effective from 1 January 2015 for a fixed term of four years.
